Heng Liling is a Senior Patent Attorney with Amica Law LLC, and a Singapore registered patent attorney.

Liling graduated from Nanyang Technological University in Singapore with a B.Eng. (Hons) in Mechanical Engineering, specializing in Product Design.  She has extensive experience in patent drafting, prosecution, and management of IP portfolios from her work in-house and in private practice. 

​

She has also obtained a Diploma in Translation and Interpretation (English and Chinese) from the Singapore Chinese Chamber Institute of Business and an Accredited Professional Translator (Chinese to English) by Singapore University of Social Sciences.

 

 

Experience

​

Liling was a mechanical design engineer in the automotive industry in the US and Singapore before entering the patent profession.

 

In private practice, she worked with inventors from diverse industries to protect their inventions.  Following that, she was the Senior Patent Counsel with Procter & Gamble in Singapore where she developed IP strategies, drafting, filing, prosecution of patents and designs while managing freedom to operate risks for consumer products and technologies in the chemical, mechanical and software arts.  She also conducts IP training for the research teams in Asia.

She subsequently joined Singapore Institute of Technology (SIT) as Assistant Director of Technology Transfer Office to start a new IP management unit.  In her role with SIT, she worked closely with the academia to identify the types of intangible assets and ways to protect the intangible assets via patents and other legal instruments.  She also structured and negotiated research collaboration agreements and IP licensing agreements to enable commercialization of intellectual property arising from SIT research collaborations projects with industry partners.

Liling is a member of the Singapore Chapter of Licensing Executives Society International (LESI) and serves as an executive committee member (2025).  She is also a member of:
